ਪੰਜਾਬ ਦੇ ਮੁੱਖ ਮੰਤਰੀ ਸ. ਭਗਵੰਤ ਸਿੰਘ ਮਾਨ ਵੱਲੋਂ ‘ਭਗਵੰਤ ਮਾਨ ਸਰਕਾਰ, ਤੁਹਡੇ ਦੁਆਰ’ ਤਹਿਤ ਸ਼ੁਰੂ ਕੀਤੀ ਗਈ ਨਾਗਰਿਕ ਸੇਵਾਵਾਂ ਦੀ ਘਰ ਤੱਕ ਪਹੁੰਚ ਨੂੰ ਐਸ.ਏ.ਐਸ.ਨਗਰ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਭਰਵਾਂ ਹੁੰਗਾਰਾ ਮਿਲਿਆ ਹੈ। ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਸ੍ਰੀਮਤੀ ਆਸ਼ਿਕਾ ਜੈਨ ਨੇ ਦੱਸਿਆ ਕਿ ਜ਼ਿਲ੍ਹੇ ਨੂੰ ਇਸ ਦੀ ਸ਼ੁਰੂਆਤ ਦੇ ਦੋ ਦਿਨਾਂ ਅੰਦਰ ਵੱਖ-ਵੱਖ ਸੇਵਾਵਾਂ ਨਾਲ ਸਬੰਧਤ 45 ਬੇਨਤੀਆਂ ਪ੍ਰਾਪਤ ਹੋਈਆਂ ਹਨ।
ਹੈਲਪਲਾਈਨ ਨੰਬਰ 1076 ‘ਤੇ ਨਾਗਰਿਕਾਂ ਵੱਲੋਂ ਕੀਤੀਆਂ ਗਈਆਂ ਬੇਨਤੀਆਂ ਦੇ ਨਿਪਟਾਰੇ ਦੀ ਪ੍ਰਗਤੀ ਰਿਪੋਰਟ ਦਾ ਜਾਇਜ਼ਾ ਲੈਣ ਲਈ ਮੰਗਲਵਾਰ ਸਵੇਰੇ ਸੇਵਾ ਕੇਂਦਰ, ਮੋਹਾਲੀ ਦਾ ਦੌਰਾ ਕਰਨ ਉਪਰੰਤ ਵੇਰਵੇ ਦਿੰਦਿਆਂ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਦੱਸਿਆ ਕਿ ਅਸੀਂ ਹੁਣ ਤੱਕ ਅੱਠ ‘ਮੋਬਾਈਲ ਸੇਵਾ ਸਹਾਇਕ’ ਸੇਵਾਵਾਂ ਦੇ ਨਿਪਟਾਰੇ ਲਈ ਰੱਖ ਚੁੱਕੇ ਹਾਂ। ਸੇਵਾ ਲਈ ਬੇਨਤੀਆਂ ਦੀ ਗਿਣਤੀ ਦੇ ਅਨੁਸਾਰ ਆਉਣ ਵਾਲੇ ਦਿਨਾਂ ਵਿੱਚ ਗਿਣਤੀ 25 ਤੋਂ 30 ਤੱਕ ਵਧਾ ਦਿੱਤੀ ਜਾਵੇਗੀ। ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਸ਼ੁਰੂਆਤੀ ਤੌਰ ‘ਤੇ ਅਸੀਂ ਨਾਗਰਿਕ ਸੇਵਾ ਦੀ ਮੰਗ ਕਰਨ ਵਾਲਿਆਂ ਦੀ ਦੂਰੀ ਦੇ ਅਧਾਰ ‘ਤੇ ਇੱਕ ‘ਮੋਬਾਈਲ ਸੇਵਾ ਸਹਾਇਕ’ ਨੂੰ ਵੱਧ ਤੋਂ ਵੱਧ 10 ਸੇਵਾਵਾਂ ਬੇਨਤੀਆਂ ਸੌਂਪ ਰਹੇ ਹਾਂ।
ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਨੇ ਦੱਸਿਆ ਕਿ ਅੱਜ ਜੋ ਪਹਿਲੀ ਕਾਲ ਘਰ ਜਾ ਕੇ ਅਟੈਂਡ ਕੀਤੀ ਗਈ ਹੈ, ਉਹ ਸੈਕਟਰ 117 ਦੇ ਜਨਮ ਸਰਟੀਫਿਕੇਟ ਨਾਲ ਸਬੰਧਤ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ “ਮੋਬਾਈਲ ਸੇਵਾ ਸਹਾਇਕਾਂ” ਨੂੰ ਤਨਦੇਹੀ ਨਾਲ ਘਰਾਂ ਤੱਕ ਸੇਵਾਵਾਂ ਪਹੁੰਚਾਉਣ ਲਈ ਕਿਹਾ ਗਿਆ ਹੈ ਕਿਉਂਕਿ ਲੋਕਾਂ ਨੂੰ ਪ੍ਰਸ਼ਾਸਨ ਤੋਂ ਬਹੁਤ ਉਮੀਦਾਂ ਹਨ।
ਹੈਲਪਲਾਈਨ ਨੰਬਰ 1076 ‘ਤੇ ਕੀਤੀਆਂ ਗਈਆਂ ਕਾਲਾਂ ਦੇ ਵੇਰਵੇ ਦਿੰਦੇ ਹੋਏ, ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਮੋਹਾਲੀ ਜ਼ਿਲ੍ਹੇ ਵਿੱਚ ਸੇਵਾਵਾਂ ਦੀ ਮੰਗ ਲਈ ਪੰਜ ਲਾਈਨਾਂ ਹਨ ਅਤੇ ਕਾਲ ਕਰਨ ਵਾਲਿਆਂ ਦੀ ਗਿਣਤੀ ਦੇ ਅਧਾਰ ‘ਤੇ ਇਸ ਨੂੰ ਹੋਰ ਵਧਾਇਆ ਜਾਵੇਗਾ। ਅਗਲੇ ਦਿਨਾਂ ਵਿੱਚ ‘ਮੋਬਾਈਲ ਸੇਵਾ ਸਹਾਇਕ’ ਉਪ ਮੰਡਲ ਪੱਧਰੀ ਸੇਵਾ ਕੇਂਦਰਾਂ ਜਿਵੇਂ ਕਿ ਮੋਹਾਲੀ, ਖਰੜ ਅਤੇ ਡੇਰਾਬਸੀ ਵਿਖੇ ਤਾਇਨਾਤ ਕੀਤੇ ਜਾਣਗੇ ਤਾਂ ਜੋ ਸੇਵਾ ਪ੍ਰਾਪਤ ਕਰਨ ਵਾਲਿਆਂ ਅਤੇ ਸੇਵਾ ਦੇਣ ਜਾਣ ਵਾਲਿਆਂ ਦਾ ਸਮਾਂ ਅਤੇ ਸਫ਼ਰ ਬਚਾਇਆ ਜਾ ਸਕੇ।
ਉਨ੍ਹਾਂ ਨੇ ਕਿਹਾ ਕਿ ਸ਼ੁਰੂ ਵਿੱਚ ਦੋ ‘ਟਾਈਮ ਸਲਾਟ’ ਹੋਣਗੇ, ਇੱਕ ਦੁਪਹਿਰ ਤੋਂ ਪਹਿਲਾਂ ਅਤੇ ਦੂਜਾ ਦੁਪਹਿਰ ਤੋਂ ਬਾਅਦ। ‘ਮੋਬਾਈਲ ਸੇਵਾ ਸਹਾਇਕ’ ਸੇਵਾ ਲੈਣ ਲਈ ਕਾਲ ਕਰਨ ਵਾਲੇ ਬਿਨੈਕਾਰ ਕੋਲ ਨਿੱਜੀ ਤੌਰ ‘ਤੇ ਹਾਜ਼ਰ ਹੋਣ ਤੋਂ ਪਹਿਲਾਂ ਲੋੜੀਂਦੇ ਦਸਤਾਵੇਜ਼ਾਂ ਅਤੇ ਰਿਪੋਰਟਾਂ ਦੀ ਉਪਲਬਧਤਾ ਲਈ ਸੇਵਾ ਮੰਗਣ ਵਾਲੇ ਨੂੰ ਵੇਰਵੇ ਦੇਵੇਗਾ। ਉਨ੍ਹਾਂ ਨੇ ਅੱਗੇ ਕਿਹਾ ਕਿ ਇਹ ਸਕੀਮ ਨਾ ਸਿਰਫ ਲੋਕਾਂ ਦੀ ਸਹੂਲਤ ਨੂੰ ਵਧਾਏਗੀ ਬਲਕਿ ਵਿਚੋਲੇ ਦੀ ਭੂਮਿਕਾ ਨੂੰ ਵੀ ਖਤਮ ਕਰੇਗੀ ਜਿਸ ਨਾਲ ਪਾਰਦਰਸ਼ਤਾ, ਕੁਸ਼ਲਤਾ ਅਤੇ ਨਾਗਰਿਕ-ਕੇਂਦ੍ਰਿਤ ਸ਼ਾਸਨ ਚ ਮਦਦ ਮਿਲੇਗੀ।
ਇਨ੍ਹਾਂ ਸੇਵਾਵਾਂ ਵਿੱਚ ਜਨਮ/ਐਨ.ਏ.ਸੀ. ਸਰਟੀਫਿਕੇਟ, ਜਨਮ ਸਰਟੀਫਿਕੇਟ ਵਿੱਚ ਨਾਮ ਜੋੜਨਾ, ਮੌਤ ਸਰਟੀਫਿਕੇਟ ਦੀਆਂ ਕਾਪੀਆਂ, ਜਨਮ ਸਰਟੀਫਿਕੇਟ ਵਿੱਚ ਐਂਟਰੀ ਵਿੱਚ ਸੋਧ, ਮੌਤ/ਐਨ.ਏ.ਸੀ. ਸਰਟੀਫਿਕੇਟ ਜਾਰੀ ਕਰਨਾ, ਜਨਮ ਸਰਟੀਫਿਕੇਟ ਦੀਆਂ ਕਈ ਕਾਪੀਆਂ, ਜਨਮ ਸਰਟੀਫਿਕੇਟ ਦੀ ਦੇਰੀ ਨਾਲ ਰਜਿਸਟ੍ਰੇਸ਼ਨ, ਮੌਤ ਸਰਟੀਫਿਕੇਟ ਦੀ ਦੇਰੀ ਨਾਲ ਰਜਿਸਟ੍ਰੇਸ਼ਨ, ਮੌਤ ਦੇ ਸਰਟੀਫਿਕੇਟ (ਸਿਹਤ) ਵਿੱਚ ਸੋਧ, ਆਮਦਨ ਦਾ ਸਰਟੀਫਿਕੇਟ, ਹਲਫੀਆ ਬਿਆਨ ਤਸਦੀਕ ਕਰਨਾ, ਮਾਲ ਰਿਕਾਰਡ ਦੀ ਜਾਂਚ, ਰਜਿਸਟਰਡ ਅਤੇ ਗੈਰ-ਰਜਿਸਟਰਡ ਦਸਤਾਵੇਜ਼ਾਂ ਦੀਆਂ ਪ੍ਰਮਾਣਿਤ ਕਾਪੀਆਂ (ਨਕਲ ਪ੍ਰਦਾਨ ਕਰਨਾ), ਭਾਰ-ਮੁਕਤ ਸਰਟੀਫਿਕੇਟ, ਗਿਰਵੀਨਾਮੇ ਦੀ ਇਕੁਇਟੀ ਐਂਟਰੀ, ਫਰਦ ਤਿਆਰ ਕਰਨ, ਦਸਤਾਵੇਜ਼ਾਂ ਦੇ ਕਾਊਂਟਰ ਸਾਈਨ, ਮੁਆਵਜ਼ੇ ਸਬੰਧੀ ਬਾਂਡ, ਬਾਰਡਰ ਏਰੀਏ ਸਬੰਧੀ ਸਰਟੀਫਿਕੇਟ, ਬੈਕਵਰਡ ਏਰੀਆ ਸਰਟੀਫਿਕੇਟ, ਜ਼ਮੀਨ ਦੀ ਹੱਦਬੰਦੀ, ਐਨ.ਆਰ.ਆਈ. ਦੇ ਦਸਤਾਵੇਜ਼ਾਂ ਦੇ ਕਾਊਂਟਰ ਸਾਈਨ, ਪੁਲਿਸ ਕਲੀਅਰੈਂਸ ਸਰਟੀਫਿਕੇਟ ਅਤੇ ਕੰਢੀ ਖੇਤਰ ਸਰਟੀਫਿਕੇਟ (ਮਾਲ) ਦੇ ਕਾਊਂਟਰ ਸਾਈਨ, ਲਾਭਪਾਤਰੀਆਂ ਦੇ ਬੱਚਿਆਂ ਨੂੰ ਵਜ਼ੀਫ਼ਾ, ਉਸਾਰੀ ਕਾਮੇ ਦੀ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਅਤੇ ਉਸਾਰੀ ਮਜ਼ਦੂਰ (ਲੇਬਰ) ਦੀ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਦਾ ਨਵੀਨੀਕਰਨ, ਰਿਹਾਇਸ਼ੀ ਸਰਟੀਫਿਕੇਟ (ਪ੍ਰਸੋਨਲ), ਅਨੁਸੂਚਿਤ ਜਾਤੀ ਸਰਟੀਫਿਕੇਟ ਅਤੇ ਬੀ.ਸੀ. ਸਰਟੀਫਿਕੇਟ, ਜਨਰਲ ਜਾਤੀ ਸਰਟੀਫਿਕੇਟ, ਹੋਰ ਪਛੜੀ ਸ਼੍ਰੇਣੀਆਂ ਸਬੰਧੀ ਸਰਟੀਫਿਕੇਟ (ਓ.ਬੀ.ਸੀ.), ਆਮਦਨ ਅਤੇ ਸੰਪਤੀ ਦਾ ਸਰਟੀਫਿਕੇਟ (ਈ.ਡਬਲਿਊ.ਐਸ.) ਅਤੇ ਸ਼ਗਨ ਸਕੀਮ (ਕੇਸ ਨੂੰ ਮਨਜ਼ੂਰੀ ਲਈ) (ਸਮਾਜਿਕ ਨਿਆਂ), ਬਜ਼ੁਰਗਾਂ ਨੂੰ ਪੈਨਸ਼ਨ, ਵਿਧਵਾ/ਬੇਸਹਾਰਾ ਨਾਗਰਿਕਾਂ ਨੂੰ ਪੈਨਸ਼ਨ, ਅਪਾਹਜ ਨਾਗਰਿਕਾਂ ਨੂੰ ਪੈਨਸ਼ਨ, ਅਪੰਗਤਾ ਸਰਟੀਫਿਕੇਟ ਯੀ.ਡੀ.ਆਈ.ਡੀ. ਕਾਰਡ ਲਈ ਅਰਜ਼ੀ ਅਤੇ ਨਿਰਭਰ ਬੱਚਿਆਂ ਲਈ ਪੈਨਸ਼ਨ (ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ), ਬਿਜਲੀ ਦੇ ਬਿੱਲ ਦਾ ਭੁਗਤਾਨ (ਪਾਵਰ), ਵਿਆਹ ਦੀ ਰਜਿਸਟ੍ਰੇਸ਼ਨ (ਲਾਜ਼ਮੀ), ਵਿਆਹ (ਆਨੰਦ) (ਘਰ) ਦੀ ਰਜਿਸਟ੍ਰੇਸ਼ਨ ਅਤੇ ਪੇਂਡੂ ਖੇਤਰ ਦਾ ਸਰਟੀਫਿਕੇਟ (ਪੇਂਡੂ) ਸ਼ਾਮਲ ਹਨ।
ਇਸ ਮੌਕੇ ਉਨ੍ਹਾਂ ਨਾਲ ਵਧੀਕ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ (ਜ) ਵਿਰਾਜ ਸ਼ਿਆਮਕਰਨ ਤਿੜਕੇ ਅਤੇ ਮੁੱਖ ਮੰਤਰੀ ਫੀਲਡ ਅਫਸਰ ਇੰਦਰ ਪਾਲ ਵੀ ਮੌਜੂਦ ਸਨ।

Door Step delivery of Citizen Services launched under ‘Bhagwant Mann Srakar, Tuhade Dwaar’by the Punjab Chief Minister S. Bhagwant Singh Mann has attracted overhelming response in SAS Nagar district. The district has got 45 requests related to various services within two days of its launching, said the Deputy Commissioner Mrs Aashika Jain.
Divulging details after visiting the Sewa Kendra, Mohali on Tuesday morning to take stock of the progress report of disposal of the requests made by Citizens on helpline number 1076, the Deputy Commissioner said that we have engaged eight ‘Mobile Sewa Sahayaks’ so far and the number would be increased to 25 to 30 in the coming days as per the volume of the request. She said that preliminary we have been assigning maximum 10 requests to a ‘Mobile Sewa Sahayak’ depending upon the travelling distance to the service seekers.
The first call that has been attended today is related to Birth Certificate from Sector 117, added the Deputy Commissioner. The “Mobile Sewa Sahayaks’ have been asked to deliver diligently as the people have a lot of hopes from us.
Giving details of the calls made on helpline number 1076, she said that Mohali district has five lines to attend the requests and will be enhanced to more depending upon the volume of the callers. The ‘Mobile Sewa Sahayaks’ would be stationed at Sub Division level Sewa kendras such as Mohali, Kharar and Derbassi to save the time of service seekers and attendees.
She said that there will be two time slots initially, one before noon and other afternoon to attend the calls. The ‘Mobile Sewa Sahayak’ would detail the service seeker for keeping handy requisite documents and reports before attending the caller physically. This scheme will not only enhance the convenience of people but also eradicate the role of middlemen thereby bringing in transparency, efficiency and citizen-centric governance, she further added.
These services include Birth/NAC Certificate, Addition of Name in Birth Certificate, Multiple Copies of Death Certificate, Correction of Entry in Birth Certificate, Issuance Death/NAC Certificate, Multiple Copies of Birth Certificate, Delayed Registration Birth Certificate, Delayed Registration Death Certificate and Correction of Entry in Death Certificate (Health), Income Certificate, Affidavit Attestation, Inspection of Revenue Records, Certified Copies of registered & unregistered documents (copying service), Non-Encumbrance Certificate, Equity Entry of Mortgage, Fard Generation, Countersigning of Documents, Indemnity Bond, Border Area Certificate, Backward Area Certificate , Demarcation of Land , Counter Signing of Documents of NRI , Counter Signing of Police Clearance Certificate and Kandi Area Certificate (Revenue), Stipend to Children of Beneficiaries, Registration of Construction Worker and Renewal of Construction worker (Labour), Residence Certificate (Personnel), Schedule Caste Certificate and BC Certificate, General Caste Certificate, Other Backward Class Certificate (OBC), Income and Asset Certificate(EWS) and Shagun Scheme (For Sanction of Case) (Social Justice), Pension to Old age citizens, Pension to Widow/Destitute Citizens, Pension to Handicapped citizens, Apply for Disability Certificate UDID card and Pension to Dependent Children (Social Security), Electricity Bill Payment (Power), Registration of Marriage (Compulsory), Registration of (Anand) Marriage (Home) and Rural Area Certificate (Rural).
She was accompanied by Additional Deputy Commissioner (G) Viraj Shyamkarn Tidke and Chief Minister Field Officer Inder Pal.
