प्रभावित दुकानदारों के त्वरित पुनर्वास की मांग की

चंडीगढ़ प्रशासन द्वारा आज दशकों पुरानी फर्नीचर मार्केट को बुलडोजर चलाकर तोड़ दिया गया, जिससे सैकड़ों दुकानदारों की रोज़ी-रोटी छिन गई और अनेक मज़दूर बेरोज़गार हो गए। यह कार्रवाई माननीय उच्च न्यायालय की उस टिप्पणी के पूर्णतया विरुद्ध की गई जिसमें अदालत ने प्रशासन को मानवीय दृष्टिकोण अपनाने और प्रभावित लोगों को वैकल्पिक स्थल आवंटित करने पर विचार करने को कहा था ताकि वे अपना जीवन-यापन जारी रख सकें।

प्रशासन ने न तो कोई मानवीय संवाद किया और न ही दुकानदारों को समुचित समय या संसाधन दिए। बिना किसी पूर्व तैयारी या वैकल्पिक व्यवस्था के अचानक की गई इस कार्रवाई में कई दुकानदारों की दुकानें, सामान और व्यवसाय पूरी तरह नष्ट हो गए, जिससे उन्हें भारी आर्थिक क्षति उठानी पड़ी।

यह घटना एक बार फिर यह दर्शाती है कि प्रशासन आम नागरिकों की ज़िंदगी और आजीविका के प्रति कितना असंवेदनशील और उदासीन होता जा रहा है। यह पहली बार नहीं है — इससे पहले भी कई कॉलोनियों में बिना उचित नोटिस के इसी तरह की कार्रवाई की जा चुकी है, जिनमें पुनर्वास की कोई चिंता नहीं की गई।

चंडीगढ़ कांग्रेस अध्यक्ष एच.एस. लक्की ने प्रशासन की इस असंवेदनशीलता की कड़े शब्दों में निंदा करते हुए कहा:

“जो कुछ हो रहा है, वह सुशासन नहीं, बल्कि हमारे शहर की सामाजिक बुनियाद को योजनाबद्ध तरीके से तोड़ने का प्रयास है। प्रशासन ने मानवीय पीड़ा की कोई परवाह नहीं की और न ही एक कल्याणकारी राज्य के सिद्धांतों का पालन किया। हम मांग करते हैं कि तुरंत एक समग्र पुनर्वास योजना लागू की जाए और प्रभावित दुकानदारों को वैकल्पिक स्थल आवंटित किए जाएं ताकि वे अपने जीवन और व्यवसाय को दोबारा शुरू कर सकें। इससे कम कुछ भी लोकतांत्रिक और समाजवादी गणराज्य की शासन व्यवस्था के साथ विश्वासघात होगा।”

कांग्रेस पूरी मजबूती से प्रभावित परिवारों के साथ खड़ी है और यह आश्वस्त करती है कि इस मुद्दे को हर मंच पर उठाया जाएगा जब तक पीड़ितों को न्याय नहीं मिल जाता।

एच.एस. लक्की ने मोदी सरकार की भी आलोचना की, जिसके अधीन चंडीगढ़ प्रशासन सीधे काम करता है, कि वह इन दशकों पुरानी दुकानों को राहत देने में विफल रही है। उन्होंने कहा कि केंद्र सरकार की चुप्पी और निष्क्रियता भी उतनी ही निंदनीय है जितनी कि स्थानीय प्रशासन की कार्रवाई।

Chandigarh Administration’s Arbitrary Demolition of Furniture Market Condemned; Congress President H.S. Lucky

Demands Immediate Rehabilitation of Affected Shopkeepers

Chandigarh/ SANGHOL-TIMES/KEWAL BHARTI/July 20, 2025 — In a shocking and deeply distressing move, the Chandigarh Administration today bulldozed and demolished the decades-old Furniture Market, leaving hundreds of shopkeepers devastated and rendering scores of workers jobless. This action was undertaken in disregard of the honourable High Court’s observation that a sympathetic view be taken and that efforts be taken by Administration if alternate sites can be allotted to the affected parties to continue their livelihood.

Rather than pursuing a humane, and consultative process, the administration opted for an abrupt and arbitrary demolition without reasonable time for evacuation, and without any arrangement for the protection or relocation of inventory and assets. As a result, numerous shopkeepers suffered irreparable financial losses, losing not only their goods and furniture but also the very foundations of their businesses.

This act has once again exposed the administration’s increasingly callous and indifferent attitude towards the lives and livelihoods of the common citizens of Chandigarh. It is particularly disturbing that this is not an isolated incident. Previously too, similar demolitions were carried out in residential colonies without adequate notice or concern for human rehabilitation.

H.S. Lucky, President of the Chandigarh Congress, strongly condemned the administration’s insensitivity, stating:

“What we are witnessing is not governance, but a systematic dismantling of the social fabric that binds our city. The administration has shown no regard for human suffering, and no commitment to the principles of a welfare state. We demand that an immediate and comprehensive rehabilitation scheme be introduced, and that alternate sites be allotted to the affected shopkeepers to enable them to rebuild their lives and livelihoods. Anything less would be a betrayal of the very ethos of governance in a democratic and socialist republic.”

The Congress stands firmly with the affected families and pledges to raise this matter at every appropriate forum until justice is served. It is imperative that the administration is held accountable for this gross overreach and made to answer for its repeated failure to act with fairness, compassion, and responsibility. Lucky also criticised the Modi-led central government under whom the chandigarh administration works directly for failing to Provide to relief to these decades old establishments.
