चंडीगढ़/Chandigarh/SANGHOL-TIMES/KEWAL-BHARTI/June23,2025: चंडीगढ़ प्रदेश कांग्रेस कमेटी के अध्यक्ष एच.एस. लक्की ने भाजपा के राज में प्रशासन द्वारा लीजहोल्ड संपत्तियों को फ्रीहोल्ड में बदलने के लिए कन्वर्ज़न चार्ज में मनमाने ढंग से की गई भारी बढ़ोतरी की कड़े शब्दों में निंदा की है। उन्होंने इस फैसले को “जनविरोधी” और “आर्थिक रूप से कुचलने वाला” करार दिया और चेताया कि यह अनुचित वृद्धि उन हजारों निवासियों को गहरे संकट में डाल देगी जो लंबे समय से अपनी संपत्तियों को नियमित कराने का इंतज़ार कर रहे हैं।

एच.एस. लक्की ने कहा, कभी प्रोपर्टी टेक्स में तीन गुना वृद्धि, पानी के बिलों में वृद्धि, बिजली के बिलों में वृद्धि के बाद अब नया फरमान जारी कर दिया है। आगे लक्की ने कहा कि “चंडीगढ़ के निवासियों ने हमेशा एक पारदर्शी और न्यायसंगत नीति की मांग की है जिससे वे अपनी लीजहोल्ड संपत्तियों को फ्रीहोल्ड में परिवर्तित कर सकें। लेकिन प्रशासन ने उन्हें राहत देने की बजाय उन पर मनमाने और अत्यधिक शुल्क थोप दिए हैं। यह कदम मध्यवर्गीय परिवारों, वरिष्ठ नागरिकों और छोटे संपत्ति मालिकों की रीढ़ तोड़ देगा।”

उन्होंने आगे कहा कि भाजपा शासित प्रशासन का यह निर्णय पूरी तरह से संवेदनहीनता और बिना किसी सार्वजनिक परामर्श के लिया गया है। “चंडीगढ़ के लोग पहले ही आर्थिक दबावों से जूझ रहे हैं। बिना किसी चर्चा या स्पष्टीकरण के यह वृद्धि गंभीर सवाल खड़े करती है कि प्रशासन की प्राथमिकताएं आखिर क्या हैं?”

कांग्रेस नेता ने इस प्रस्तावित वृद्धि को तुरंत वापस लेने की मांग की और कहा कि इस नीति की व्यापक समीक्षा की जानी चाहिए जिसमें जनप्रतिनिधियों, रेजिडेंट वेलफेयर एसोसिएशनों और कानूनी विशेषज्ञों से सलाह ली जाए।

उन्होंने यह भी कहा, “कमर्शियल बिल्डिंग्स के कन्वर्ज़न चार्ज को कलेक्टर रेट से जोड़ना पूरी तरह अनुचित है। कन्वर्ज़न शुल्क नाममात्र और न्यायसंगत होना चाहिए।”

एच.एस. लक्की ने जोर देकर कहा कि कांग्रेस पार्टी चंडीगढ़ के लोगों के साथ पूरी मजबूती से खड़ी है और इस भाजपा के अत्याचारी फैसले के खिलाफ सभी उचित मंचों पर आवाज़ उठाई जाएगी ताकि जनता की आवाज़ प्रशासन तक पहुंचे।

H.S. Lucky Terms Arbitrary Hike in Leasehold-to-Freehold Conversion Charges under BJP Rule as Anti-People

H.S. Lucky, President of the Chandigarh Pradesh Congress Committee, has strongly condemned the arbitrary and steep hike in conversion charges for converting leasehold properties to freehold by the administration under BJP rule. He termed the decision as “anti-people” and “financially crushing,” warning that this unjustified increase will severely impact thousands of residents who have long been awaiting regularisation of their properties.

H.S. Lucky stated, “After the threefold hike in property tax, increased water charges, and rising electricity bills, the administration has now issued a new draconian order.” He further added, “Residents of Chandigarh have always demanded a transparent and just policy that allows them to convert their leasehold properties to freehold. Instead of offering relief, the administration has imposed arbitrary and exorbitant fees. This move will break the backbone of middle-class families, senior citizens, and small property owners.”

He went on to say that this decision by the BJP-led administration is utterly insensitive and has been taken without any public consultation. “The people of Chandigarh are already facing immense financial stress. This sudden hike, without any discussion or clarification, raises serious questions about the priorities of the administration,” he said.

The Congress leader demanded that the proposed increase be rolled back immediately and called for a comprehensive review of the policy, with inputs from public representatives, resident welfare associations, and legal experts.

He further stated, “Linking the conversion charges for commercial buildings to collector rates is completely unjustified. The conversion fee must be nominal and equitable.”

H.S. Lucky emphasized that the Congress Party stands firmly with the people of Chandigarh and will raise its voice at all appropriate forums against this oppressive decision by the BJP, to ensure that the voice of the people is heard loud and clear, ” Lucky concluded.
